饶家驹和南市难民区| P. Jaequinot de Besange S.J. and Nanshi Refugee Zone

内容提要：饶家驹多方奔走，创办了南市难民区。南市难民区性质上是一人道区域，特为保护非战斗员而设。饶家驹为南市难民区事实上的最高长官，具体管理由中西各界共同参与。南市难民区对治安医疗卫生消防方面亦十分注意。经费方面主要由中国红十字会国际委员会负责。

Abstract:P. Jaequinot de Besange S.J.(Rao Jiaju)  campaigned and founded Nanshi Refugee Zone which was naturally a humanitarian area, specially designed for protection of non combatants. The chief of Nanshi Refugee Zone in fact was P. Jaequinot de Besange S.J., while the specific management participated by the Chinese and westerners from all walks of life. Nanshi Refugee Zone also paid more attention to public security, medical treatment, health, fire.  As to its funding, mainly charged by the International Committee of the China Red Cross.
